Polk sent John Slidell
whom he dubbedâenvoy extraordinaire and minister plenipotentiary
â to Mexico tonegotiate the Texas border dispute. However
Herrera refused toreceive Slidell with his designated title given that following the U.S.annexation of Texas diplomatic relations between the two nationshad ceased to exist. Although Herrera had agreed to discuss thematter of the Texas boundary and the American claims with a U.S.commissioner
he had not agreed to do so with a diplomat bearingthe title of ministerâwhich designated that diplomatic relationsexistedâlet alone one with the rank of âenvoy extraordinaire andminister plenipotentiary.â Mexico believed that the only way that fulldiplomatic relations could occur was if it received compensation forthe loss of Texas. However
Herrera acted slowly in dismissingSlidell
which made him appear weak in the eyes of his enemies andperhaps willing to agree to give in to U.S. demands. Thus
when heordered General Mariano Paredes y Arrillaga to move his troopsfrom San Luis Potosà to the Mexican-U.S. border
Paredes marchedon Mexico City and deposed him. With Paredes in power
manyMexicans believed that the nationâs honor and its future were saved. But like Herrera
Paredes seemed to do nothing
sparking criticismand hostility from former supporters.
